Mr. Manoj Sinha is a minister of communication (independent charge) and minister of state for railways. He has a B.Tech And M.Tech degree in Civil Engineering from the Indian Institute of Technology (BHU) Varanasi (earlier called IT-BHU). His political career got an impressive start when he was elected the president of Banaras Hindu University Students Union in 1982. He was elected to the Lok Sabha for the first time in 1996 and repeated the term in 1999. Sinha has been a member of the BJP national council from 1989 to 1996. He was elected to the Lower House for a third term in national politics when the BJP swept the Lok Sabha elections in 2014.

He was inducted as a member of the BJP National Council in 1989. He was elected for successive terms in 1996 & 1999 and again in 2014 to the Lok Sabha from Ghazipur Constituency in Uttar Pradesh. He was made the Minister of State for the Railways Ministry in the first set of ministers inducted into Narendra Modi government in May 2014. In July 2016, during the second cabinet reshuffle, he was also made Minister of State (Independent Charge) of the Communications Ministry.

Mr. Shyamal Ghosh, IAS (Retd. Chairman of Telecom Commission) has taken over as its new Chairman of TEPC. Mr.Shyamal Ghosh brings in a rich leadership experience of serving across many Government departments in the ICT sector, including as Chairman of Telecom Commission and Secretary, Department of Telecommunications, Secretary Department of Information Technology, Director General of Foreign Trade and he was also the first Administrator of the Universal Service Obligation Fund. He is credited with for initiating the formulation of the Information Technology Act 2000 and took the early initiatives for conceptualization of the Information Super-Highway in India. During his tenure as Chairman, Telecom Commission, many major reforms in the Telecom Sector were initiated and implemented leading to the opening up of the Telecom Sector in India for private sector participation and the exponential growth of telecom penetration.TEPC will benefit from his deep understanding and rich experience in the telecom sector as well as foreign trade, as it pursues its mission ofmaking India as a major exporter of telecom equipment and services.

Mr. R Chandrashekhar is the current president of NASSCOM and former Secretary to the Indian Department of Information Technology, as well as former Secretary, Department of Telecommunications.[1] He is also a member of the government’s technology advisory group, TAGUP.[2] Chandrashekhar is an Indian Administrative Services officer. He has had a distinguished career in the Department of Information Technology, where he initiated the National e-Governance Programme. Chandrashekhar first initiated the three pillars of “e-Governance”, namely: Common Service Centre Programme; the State Data Centre Programme; and the State Wide Area Network Programme of India. He is also a former Telecom Secretary of India, a position putting him in charge of the 2G spectrum auction in 2012.[3] The auction had gained widespread attention after the Supreme Court quashed 2G licenses issued in 2008 and called for a fresh auction of the affected licenses.

Mr. N. Sivasailam has been Government Director of Bharat Sanchar Nigam Ltd. since October 21, 2015. Mr. Sivasailam graduated in Mechanical Engineering from University of Delhi. He did his Post Graduate studies at the Faculty Management Studies, University of Delhi and at the London School of Economics in Business Administration and Social Policy & Planning in Business Administration and Social Policy & Planning in Developing Countries respectively. He also has a Post Graduate Diploma in Intellectual Property Rights Law (IPRL) from the National Law School of India University, Bangalore. He has served Bangalore Metro Rail Corporation Ltd, the Karnataka State Beverages Corporation Limited and Rajiv Gandhi Rural Housing Corporation Ltd. as Managing Director, in earlier stints in the Cadre besides serving an assignment as Secretary in the Rural Development & Panchayat Raj Department of the State Government.

Ms. Swati Rangachari, Chief Of Corporate Affairs joined Sterlite Technologies Limited in March, 2016. Prior to joining Sterlite, Swati was Senior Director of Corporate Affairs, Visa India & South Asia, and Vice President of Corporate Affairs, Ericsson India. She also worked extensively for The Boeing International India Private Limited.

Rangachari has a deep understanding of public policy and industry relations that will drive synergies with the Government’s vision of a developed nation, and support sustained growth of the Broadband Infrastructure Industry. Based in Delhi NCR, Swati is a member of Sterlite’s Executive Council, and will lead government affairs related to public policy, industry strategy and engagement.

She comes with over 20 years of experience in government and industry relations, communications and brand visibility in high-intensity growth markets. She has held leadership positions in Telecom, Financial Services, Aerospace and IT sectors. On the academic front, she holds a Masters in International Management from Fore School of Management and an executive programme from Boston University. She believes that Policy around high-speed broadband connectivity is poised to create historic value in the lives and lifestyles of citizens. She also vouches for Sterlite’s commitment, that it would realise Government’s programmes, which will in turn have a multiplier effect on the industries and an over-all social growth.

Mr. Rajiv Mehrotra, a veteran of the telecom industry, is the Founder and Chairman of the Shyam Group of companies.
The group has interests in a wide range of successful telecom ventures, guided by his entrepreneurial vision. In 1974, as a young electronics engineer, Rajiv pioneered the manufacture of low cost satellite TV equipment that brought cable TV to millions of village homes in India. Inspired by this revolution, he took telecom to the masses by installing wireless telephones in over 100,000 Indi-an villages.

He went on to launch Shyam Telecom, the flagship of the Shyam Group and now a leading name worldwide for mobile coverage solutions. Hexacom (now Bharti Hexacom) was launched by Rajiv in the 1990’s to provide GSM services in Rajasthan, the largest state in India.

Mr. Mehrotra is also the founder of Shyam Telelink Limited (now Sistema Shyam Teleservices Ltd.), one of the first operators in the world to deploy CDMA technology for fixed wireless services. His efforts established Essel Shyam as the leading name in VSAT services in India.Rajiv founded VNL (Vihaan Networks Ltd.) in 2004. VNL is based on his vision to take telecom to the nextfrontier connecting the billions of unconnected across the world. He sees VNL as a catalyst in the transformation of rural communities through telecom. His vision and wealth of experience, combined with his fareaching contacts in the telecom industry, makes him the ideal leader for the company. 

Mr. Sanjay Nayak (Chief Executive Officer & Managing Director at Tejas Networks) is a technologist with over 27 years of industry experience in India as well as the USA. Sanjay is well regarded as a thought leader in the Indian telecom and electronics industry and is sought after for his views on innovation and entrepreneurship. Sanjay co-founded Tejas Networks Ltd in the year 2000, in Bangalore, at a time when product companies were unheard of in India. Under Sanjay’s leadership Tejas Networks not only became a leader in optical networking in India but also among the top ten global equipment vendors in the optical aggregation segment. Sanjay inculcated a culture of innovation and excellence within the company and led the team which proved that it was possible to build world class products out of India. Today, Tejas is clearly considered amongst the top R&D and IPR driven company in India, and has the distinction of over 160 patents filed and customer success in over 60 countries.

Over the last few years, Sanjay has made outstanding contributions to the development of the indigenous Electronics Industry in India. He worked with several stakeholders in the government, policy makers, industry associations and academia to create the awareness, importance as well as the opportunity that India has in the entire ESDM (Electronic System Design & Manufacturing) sector. Mr. M Soundarakumar, Director, CDOT, Bangalore-India, has been graduated from MIT Madras in 1983. And he also did Post Graduate Diploma in Technology Management from AIMA, New Delhi. He joined Engineers India Ltd, a premier R & D in New Delhi, India in 1983 and was responsible for establishing Digital Electronic Control Systems and Instrumentation in India upto 30th June 1986. He joined CDOT in July 1986 as Research Engineer and rose upto the highest position as Board Member in 2014. His major contributions in CDOT are established Transfer of Technology and Production process in CDOT and established more than 40 manufacturers for productionisation of CDOT products. He has worked in the area of design development, deployment and transfer of technology, Vendor development and also providing end-to-end solutions to various customers, specifically, Department of Telecommunication, BSNL, MTNL and Defense Networks. As Chief of Business Units, he has interfaced with various countries for the Business Development activities of CDOT products. He also developed more than 70 indigenous manufacturers like ITI, BEL, ECIL, IL, HFCL, HTL, Indchem, and UTL. Mr.Soundar also developed more than two thousand vendors to support CDOT Technology and Mass propagation in Telecommunication arena. More than two third of the Indian network CDOT products are manufactured, deployed and supported solely by his contributions and directions. More than 32000 exchanges are still working without any issues and supported these exchanges in the field beyond the life time of the products.

In 2007, he had been employed by City of London Telecom, United Kingdom as Director-Technology, to establish Development centre in India by utilizing his expertise on the Telecom Technology and Transfer of Technology. He has also groomed thousands of Telecom professionals in the area Software Developments, Hard ware Developments, System Integration and testing, Manufacturing and deployment and extending the technical support to the Customers. After contributing in the International arena, in November 2014, he joined back CDOT as a Board Member. Responsible for Design, Development and Deployment of cutting edge technologies to the Indian Strategic networks like security, defense and projects of Ministry of Home Affairs. As a whole, Mr. Soundarakumar has more than 33 years of rich experience in Electronics, Telecommunications, and Network and travelled to more than 15 countries to establish Business Development activities.

Mr. R.K. Pathak (Director Telecom Centre of Excellence (TCOE), India, Deputy Director General (International Cooperation) at Department of Telecommunications) , a Bachelor in Electrical Engineering degree and Master in Power Electronics, with more than 28 years of experience, is instrumental in promoting R&D, manufacturing and exports of telecom equipment and services.

Telecom Centers of Excellence India (TCOE India), a Public Private Partnership (PPP) initiative of Department of Telecommunications (DoT), Government of India, are established at 08 premier academic institutes of the country with the objective of creating an ecosystem for a sustained, high rate of growth of Telecom in the country. TCOEs created a platform for Government, Industry & Academia to come together and work in synergistic manner to position India as a global Telecom Leader in terms of Innovation, New Technologies, IPR Generation leading to global standards, Policy Advocacy and Entrepreneurship.

Mr. R. K. Bhatnagar with 39+ years Telecom experience including 11 years with two Telecom Regulators as Advisor on Techno-Regulatory issues (6 years with Indian Telecom Regulator TRAI [2000-2006] and 5 years with TRA, Sultanate of Oman [2007-2012]) is one of the best Telecom Regulatory expert at International level. More than 7 years were spent by him as International expert outside his home country. At present, Mr. Bhatnagar is functioning as Director General, Telecom Equipment & Service Export Promotion Council (TEPC) in India and is leading the TEPC event in Kenya. ITU has identified him as e-Health Expert to liaise with the ITU‐D Study Groups on the e‐health study Question 2/2 in honorary capacity.

In this capacity, 5 Case Studies/ country experiences as below have been finalized and sent for ITU-D meeting in September 2015. These include e-Health Case Study from India : Pan-African e-Network for Tele-education & Tele-medicine, SAARC TELE-MEDICINE PROJECT : e-Health Case Study from India, Long Duration of Mobile Phone Usage and Exposure to Electromagnetic Fields, Summary Analysis of WHO 2012 Survey on Risk Management Policies regarding EMF and M2M Enablement in Remote Health Management : Technical Report from TEC, India. He is Member of TSDSI Working Groups on 5G Technologies and M2M- Internet of Things. He is Chairman, ITU-T SG of ITU-APT Foundation of India in honorary capacity.

His proposals on Telecom Regulatory Training are with ITU for Asia & Africa Regions and Pacific Telecom Council covering modules on Telecom Regulatory overview, Competition and Price, Authorization of Services, Universal Access and Service, Radio Spectrum Management, Legal and Institutional Framework and New Technologies and Impacts on Regulation. His proposals with some of the Regulators were on setting up of IXPs, Type Approval Procedures, National Numbering Plans, Spectrum pricing. EMF Radiation, Rural Telecom and Focus Group on Smart Water Management/ Smart cities, Technical Issues of LTE, Radio Interfaces for IMT Advanced and Spectrum Policy and Regulatory Issues for 4G and beyond are some of the issues addressed by Mr. Bhatnagar at International level through his papers in last 2 years. As Advisor (Technology), DoT, India he addressed issues relating Network & New Technology, Development of new unified Licensing regime based on shared active/ passive network elements and spectrum sharing), Universal Service Studies, Cyber and Network Security Issues, Broadband Studies, National Telecom Standards, Type Approval, Interface Approval & Service Approval, Training, R&D (CDOT, Telecom Centre of Excellence), Policy (National Telecom Policy 2012 implementation), IPV6 & M2M implementation, Spectrum Pricing (Auction, Administrative Allocation), Spectrum Planning, EMF Case Studies at ITU, EMF Radiation compliance, Rural Telecom and Green Telecom Networks (USO Project), Policy on Indigenous Manufacturing, Green Telecom, and EMF Precautionary Approach Study at WHO. As ITU Telecom Expert, he worked in China (2 times), Mongolia (2 times), Vietnam (2 times), Cambodia, Ghana and Bangladesh.

On a World Bank Project, he developed the National Numbering Plan of FIJI. He was Chairman of ITU Project Group on Interconnection and provided honorary support to ITU for Regulatory Tool Kit. He has made many active contributions for ITU-T, ITU-D and ITU-R activities. He is empaneled with International Telecommunications Union (ITU) in their Roster of International Telecom Regulatory Experts with Expert ID No 01438 covering Telecom Regulatory fields of Broadband, Competition Policy, Convergence, Enforcement/ Dispute resolution, Interconnection, International Gateway Liberalization, Licensing/ Authorization, Market Dominance, Mergers, Unfair Competition, Naming, Numbering and Addressing, Quality of Service, Tariffs, Unbundling, Universal Access/ Service. Network Planning Software developed by him two decades back on Computer Aided Network Planning for RAS/86/165 Inter-country Project as ITU Expert at Beijing University of Posts and Telecom was distributed in 23 countries of Asia & Pacific Region after successful field trial on Master Plan formulation for Mongolia and Vietnam. Same Software was subsequently used for Master Plan formulation on ITU missions to Ghana and Cambodia. His original concept of ‘Interconnect Exchange’ at APT & ITU level has led to establishment of more than 450 IXPs across the world in 150+ countries.

Mr. Bhavin Zaveri Bhavin is presently the President Director of PT Tata Consultancy Services Indonesia. As part of this he is responsible for all operations pertaining to the company, based in Jakarta. He has been associated with the TATA group for past 14 years handling multiple roles across UK,India, Middle East and Indonesia.
